"It is necessary to break this vicious cycle of violence. The attack against the mausoleums of Imams al-Hadi and al-Askari of Samarra is aimed to fail the process of democratization and reconstruction in Iraq and to cause inter-confessional violence," he said in a statement.
De Gucht also condemned the reprisal attacks against mosques in Baghdad and other places in Iraq.
He encouraged all Iraqi political and religious authorities to condemn those acts of violence and to pursue the reconstruction of a peaceful and multi-confessional Iraq.
The news of the bombing of the holy Al-Askariya mosque in Samarra has caused great shock and grief in India, the prime minister's media adviser, Sanjaya Baru, quoted Prime Minister Singh as saying.
"India hopes that the leaders of Iraq will not let such heinous acts come in the way of building a unified, peaceful, stable and prosperous Iraq through dialogue and mutual respect," Singh said.
